Comprehensive Zoning Code Update

In addition to the 2050 General Plan update, the County is also simultaneously undergoing a comprehensive update to the Zoning Code. This update will ensure overall consistency with the updated 2005 General Plan, General Plan Vision Statement, updated Community Plans, as well as recent changes in State Law. The comprehensive Zoning Code Update will evaluate existing zoning districts and their applicability countywide, associated allowable uses and development standards, as well as performance standards for special classes of uses. In addition, the County will also evaluate opportunities to streamline permitting and approval processes to provide clarity for project approval and review for the public and decision makers.

The comprehensive update to the Zoning Code began in early 2024 with a series of engagement events including stakeholder interviews and a Zoning Seminar with the Planning Commission and Board of Supervisors. These are the first of many planned outreach and engagement events in which the public can participate in the overall process and review of the updated Zoning Code. The Zoning Code is anticipated to also include an updated Zoning Map that reflects all potential land use designations that may arise from the 2050 General Plan. Environmental review of the updated Zoning Code will be directly tied to the preparation of the General Plan Environmental Impact Report, and both are slated for adoption in mid-2025.

What is a Zoning Code?

The County is currently working on updating the Zoning Ordinance to ensure compliance with the updated General Plan as well as State planning and Zoning Law.  The comprehensive update will modernize current development standards and practices, streamline requirements and processes, and implement the updated General Plan. 

Zoning is the process used by cities and counties regulate the use and development of property. The purpose of the zoning ordinance is to specify which uses are allowed on a given property, establish development standards, and implement the policies of the general plan. The Zoning Ordinance classifies land by category or district. These land use categories define land by use type (e.g., residential, commercial, industrial, agriculture). By classifying land by these broad categories, the County can assign specific development standards (e.g., lot size, building height, yard setbacks), to maintain compatible and consistent development within a given area. These standards emphasize the importance of the interaction between building facades, site plans, public spaces, and neighboring development.

Upcoming Zoning Code Workshops!

The County and its consultants (General Plan Team) will be facilitating a community workshop series in late July to discuss the Zoning Code Update. 

Each workshop will include opportunities for participants to provide input during the event. 

The General Plan Team will continue to send out notices as details on these meetings are finalized. Please save the date!

Zoning Code Stakeholder Summary

As part of the initial update process, the Project Team facilitated stakeholder interviews from April 15 to May 2, 2024. These interviews involved one-on-one and group discussions with various community members, including residents, leaders, business owners, developers, and others identified by County staff. A total of 19 individuals were interviewed. The feedback gathered from these interviews is summarized in the Zoning Code Stakeholder Interview Summary

Zoning Seminar Board of Supervisors and Planning Commission Joint Meeting: May 23, 2024 

The Zoning Code Seminar was presented at a joint special meeting of the Board of Supervisors and Planning Commission. This meeting was not intended to focus on specific zoning fixes for Trinity County, but was meant to provide a general overview of how a jurisdiction could and should update its zoning. Topics covered included what zoning is, what zoning can and can't do, and an overview of legislation that would impact the county's Zoning Code Update. 

This meeting was the first of several zoning-specific engagement efforts with the public and elected and appointed officials. The final Zoning Code Update would focus on implementing the 2050 General Plan as well as recent State and Federal regulations.
